Frank has had a career of public engagement, community empowerment, and successful leadership. He started his career with the state of Washington in 2015 when he joined the Department of Early Learning (DEL). Frank served as the Assistant Director of Government and Community Relations for DEL until the agency transitioned as DCYF July 1, 2018. He continued in that role as Director until he was appointed Chief of Staff in April 2020, he now serves as Deputy Secretary, Operations.
Before working with the State, Frank led successful legal, electoral, and legislative initiatives impacting the policy and financing of the Washington State education system from early learning through higher education.
Frank has worked in the nonprofit sector for the bulk of his professional career, providing strategic planning, negotiation, technology planning, community outreach, and policy development for a wide variety of initiatives at the local, regional, state, and national level. He also worked internationally on environmental and public health issues, in particular the clinic-level response to the HIV epidemic in developing countries.
Frank earned a Master of Public Affairs from the University of Washington in 2006 and a Bachelor of Political Science from the University of Oregon. Frank calls Olympia home with his wife Rachel and three children.
